Downloaded mods for eu4 do not show up

I'm going to try moving EU4 out of Steam's Program Files folder (it worked for EU3). *Update:* Moving EU4 to its own folder did not fix the launcher not displaying mods. So I manually copied the mod files from the manual download from the Paradox forums into the main game folder, overwriting when necessary.

Hi just downloaded Forge 1.12. When I go into the launcher to choose it with mc 1.12, I cannot find it in the list. I'm not new to this so I'm unsure as to why it's not showing up.
